这些 stuffed peppers are made with green, yellow, or red 青椒 and a deliciously seasoned 牛肉 and rice filling. Garlic and some 干罗勒 add flavor to the simple tomato sauce. Use cheddar cheese or a pizza blend of shredded cheddar and mozzarella cheese to top the stuffed peppers.
The filling could also be made with ground turkey instead of 牛肉.

For the Filling and Sauce:
Gather the ingredients.
Cut tops off peppers; remove seeds and membranes. Chop edible part of tops and set aside. Rinse peppers under cold 水. Place peppers in a 大 pot; cover with 盐ed 水. Bring to a boil; reduce heat, cover, and simmer for 5 minutes. Drain peppers and set aside.
Heat olive oil in a 大 长柄平底煎锅 or sauté pan over medium heat until hot. 炒 切碎 green pepper (from tops), 切碎的洋葱, and 切碎 芹菜 for about 5 minutes, or until vegetables are tender. 添加西红柿, 番茄酱, 水、碎 大蒜, 罗勒, 1 茶匙 盐, and 1/4 茶匙 of pepper. Simmer for about 10 minutes.

Stuff peppers with meat mixture and place in a 3-quart baking dish. Pour remaining tomato mixture over the stuffed peppers.
Bake in preheated oven for about 45 minutes, or until the meat mixture is fully 煮熟的. The temperature of the meat mixture should be 煮熟的 to a minimum of 160 F.
Top stuffed peppers with a little shredded cheddar cheese just before they are done; bake until cheese is melted.
